Fluoride in toothpaste could be banned in the EU

The French agency ANSES (French Agency for Food, Environmental and Occupational Health & Safety) wants to classify sodium fluoride as reproductively toxic, neurotoxic and endocrine-disrupting. The proposal is now being reviewed under EU chemical legislation and could ultimately lead to a ban or severe restrictions on fluoride in toothpaste.
The proposal was submitted to the European Chemicals Agency in November 2025 and was open for public consultation until January 16 this year. Now the agency's Risk Assessment Committee (RAC) – which reviews classifications and prepares opinions on chemical risks – will analyze the submitted comments. An opinion is expected in 2026, after which the European Commission will make the final decision.
Concerns about brain damage in children
The initiative stems from concerns about fluoride toxicity, particularly when ingested. Several epidemiological studies, mainly from areas with naturally high fluoride levels in drinking water, have shown a correlation between higher fluoride exposure during pregnancy and childhood and lower IQ in children. There are also studies suggesting that fluoride may negatively affect children's cognitive abilities.
ANSES refers to these studies, among others, but also emphasizes risks of fertility damage and hormonal effects. Critics argue, however, that many studies have not adequately controlled for socioeconomic factors or simultaneous exposure to other environmental toxins.
Potential for a ban
If the RAC's classification is adopted, products containing sodium fluoride may require warning labels, and with a classification in category 1B, the substance could be banned or severely restricted in consumer products. Whether this will result in a total ban in toothpaste remains unclear.
